But Piccolo did have a ceiling just like all Namekians. Luckily Namekians have a workaround. They can fuse their bodies to break through their bodily limitations. Piccolo fused with Nail during the Frieza saga and with Kami during the Androids saga. Imperfect Cell was a mere shadow compared to the power of Perfect Cell. The Buu saga managed to bring out the best out of Goten and Trunks. In order to defeat Majin Buu, Goten and Trunks fused together to become Gotenks, a super strong but overly arrogant and confident fusion Super Saiyan.
Gotenks could have easily destroyed Buu in battle but it was his bratty attitude that became his bane. But it did have one good arc. The baby arc saw Dragon Ball GT come as close to the action packed Shonen anime the series was renowned for. The parasitic baby switched hosts till he found a perfect match with baby Vegeta. Aside from comedic purposes, there's nothing that Veku can really do in a practical situation. In fact, the only reason why Veku even makes this list is that there aren't really that many proper fusions in Dragon Ball at all.
Son Goku and his Friends Return!! This OVA featured a bunch of interesting things, including Vegeta's long-lost brother and the existence of two characters who could fuse as well. Abo and Kado — rather ingenious names — are the antagonists of this OVA, who don't really put up much of a fight as separate fighters.
However, once they merge into Aka, they become a serious threat that the Z Fighters need to take care of. One thing that most people might not be aware of when it comes to King Kai is the fact that he's actually the result of a permanent Potara Fusion! The Old Kai is actually a fusion of a young Elder Kai and an Old Witch, giving the god a boundless amount of knowledge at the expense of a frail body. That being said, the Old Kai is still a god, and can definitely draw on huge reserves if need be.
However, given the fact that the Old Kai hasn't really had his battle aptitude tested, one can't really make a definitive statement in this matter. Kibito Kai is the result of a rather unfortunate turn of events when Shin and Kibito end up trying the Potara Earrings out in jest. Unfortunately, they end up fusing permanently and stay like this for a while until they finally use the Dragon Balls to undo this fusion.
That being said, Kibito Kai wasn't exactly torn up about this fusion — he was actually pleased about the increased height of his new body. While his power is mostly a mystery, Kibito Kai certainly wouldn't have been a slouch in battle. While this fused enemy is only a part of the movies, there's no denying that Super Android 13 was one of the most powerful foes in Dragon Ball Z.
Goku was pushed into such a massive corner that he had to whip out his powerful Spirit Bomb. So they joined as one to make Majuub, a fighter who actually held his own against Baby fairly well. Unfortunately we never saw Majuub win a fight, so we can't gauge what his ceiling is for his power. But he did offer a challenge for Baby, so we have to imagine he was quite strong even compared to other fusions. Technically Baby fused with almost every single person on the planet Earth, so suffice it to say: we're not ranking each of Baby's fusions individually.
We're going to focus on his fusion with Vegeta since that was the most complete bond he had with another person, even causing Vegeta's appearance to significantly change.
The other characters were under Baby's control, but it was more like mind control than a full merging of two separate characters. As for Baby Vegeta, there's no doubt this was the best combination Baby could have found to take on Goku. In GT, Vegeta was really the only Saiyan besides Goku to keep up with his training, so he was the second strongest hero around. Baby Vegeta is also probably one of the most successful villains in the entire franchise, neutralizing almost all the heroes, beating Majuub, and even defeating Goku for a time.
Baby Vegeta ruled an entire planet, so there's no doubt this was a powerful fusion. One of the most powerful fusions in the franchise is also one that irks fans the most. Android 17 was never that powerful, but when merged with his counterpart built in Hell, he suddenly became Super Android 17, one of the strongest villains we'd ever seen. He easily brushed aside all of the Z Fighters, including the Saiayans; even Vegeta. Not only that, but Super Android 17 was dominating a Super Saiyan 4 Goku until Android 18 got her brother to expose his weakness.
So really you could say he was the strongest character on the show at this point. Logically two Android 17s only should have made a fighter as powerful as Semi-Perfect Cell, so most fans were not pleased at this insane power boost he got. Regardless, before Dragon Ball Super came out, he was definitely in the top two most powerful fused characters. He might even have ranked as the top of the bunch, since he could also absorb energy blasts directly into his body to become even stronger.
It's pretty tough to rank Gogeta in comparison to Vegito since they're both fusions of the same two characters. For the longest time, people argued fusion through the Potara earrings made for a more powerful character because the fusion was permanent, but now Super has revealed that this actually isn't true. Whether through earrings or through dancing, the effects of the fusions are both temporary, despite resulting in different characters.
So who is actually stronger? Fan consensus is still on Gogeta being the weaker of the two. If we had been discussing this before Dragon Ball Super came out, we probably would have called Gogeta stronger. Of course that's changed because of Super , but that doesn't make Gogeta weak by any means. Fans call him non-canon, but Gogeta was still more powerful than Omega Shenron, and easily wiped out Janemba. If Goku and Vegeta fused into Gogeta now, it'd be really interesting to see how he compared to Vegito.
It didn't look like we were going to see any more fusions after the Buu saga concluded, so it was a cool surprise to see it not only brought back, but utilized by villains in Super. Zamasu was already powerful in his unfused state, but Goku Black was also incredibly strong thanks to his Super Saiyan Rose form.
It seemed logical that the two of them fusing would be a great move. And, well The only problem was the other side effect it had.
The Androids might've been massive threats, but they paled in comparison to the sheer power of Cell. While Cell definitely started out as a relatively weak fighter with little to nothing going for him, the absorption of Android 17 and 18 allowed him to escalate his power levels to the point where he was genuinely on the brink of destroying the world as we know it.
The sheer power and evil nature of Cell forced Gohan to break past his own limits and unlock Super Saiyan 2, which made for one of the most memorable moments in the entirety of Dragon Ball Z. The Majin Buu arc is considered by many to be the dark horse of Dragon Ball Z , with Toriyama's fatigue extremely palpable during this particular half of the story. However, it still gave us some excellent moments regardless, along with an intriguing antagonist in the form of Super Buu.
While Super Buu was somewhat outclassed by Gotenks and Ultimate Gohan, his power level surged the moment he managed to absorb both these fighters. Of course, he doesn't hold a candle to Kid Buu, but that goes without saying. Goten and Trunks were interesting characters that weren't really doing anything substantial for the most part throughout Dragon Ball Z. All of this changed when the two kids were given the task of mastering the Fusion Dance to fight against Buu.
The result was Gotenks — an incredible fighter who could give both their fathers a run for their money.
